As sustainability and market requirements continue to evolve, palm oil companies are increasingly expected to demonstrate clearer visibility over their entire supply base. This becomes more complex when sourcing extends beyond company-managed estates and established plasma partnerships to include third-party smallholder suppliers.
Unlike nucleus and plasma supply chains, third-party smallholder sourcing often involves multiple intermediaries, varied supplier relationships, and different levels of data availability. Information on farmer identities, farm locations, plot boundaries, production practices, and legal status may not always be systematically recorded or connected to existing company traceability systems. These gaps can make it more difficult to assess sourcing risks, verify compliance, and demonstrate alignment with responsible sourcing commitments.
On 15 July 2026, Inovasi Digital met with PT Perkebunan Nusantara IV (Persero) to discuss potential approaches for progressively integrating third-party smallholder suppliers into a more structured traceability and responsible sourcing framework.
The discussion considered the growing data and governance requirements associated with sustainability frameworks and reporting expectations, including RSPO, NDPE, the European Union Deforestation Regulation (EUDR), and GRI-related disclosures. These requirements increasingly call for companies to understand not only who their suppliers are, but also where commodities are produced, whether the sourcing areas are legally established, and whether environmental and social risks are appropriately identified and managed.
Building a Clearer View of the Supply Base
One of the key areas discussed was the need to develop a more complete and reliable view of the third-party supply base. Supplier names or transaction records alone may not provide sufficient information to understand the origin and potential risk profile of the commodities entering a mill.
Rather than treating data collection as a standalone administrative exercise, different sources of information could be combined. These may include supplier and dealer records, farmer lists, geolocation data, plot boundaries, palm-planted area datasets, and other spatial information.
When integrated and assessed systematically, these datasets can help companies identify where information is complete, where gaps remain, and which parts of the supply base may require further verification. Spatial analysis can also support an initial assessment of whether supplier locations overlap with palm-planted areas, sensitive ecosystems, or areas with potential legal and environmental concerns.
This type of risk-based approach may allow companies to prioritise their efforts more effectively. Suppliers with adequate and consistent information may require relatively limited follow-up, while those with incomplete, inconsistent, or higher-risk data may need deeper verification, field surveys, or targeted engagement.
Moving from Data Collection to Supplier Governance
Stronger traceability requires more than collecting geolocation points or farmer records. It depends on clear governance arrangements that define how supplier information is collected, reviewed, updated, and used in sourcing decisions.
For third-party smallholders, this may require closer engagement with mills, dealers, agents, cooperatives, and other actors that connect farmers to the formal supply chain. Each actor can play a role in improving the quality and continuity of supplier information.
A structured supplier governance framework may include standardised data requirements, clear responsibilities for data submission, quality-control procedures, periodic updates, and escalation mechanisms where information cannot be verified. It may also involve capacity building for dealers and other intermediaries that have direct relationships with smallholder suppliers.
Such an approach can help ensure that traceability is not treated as a one-time data collection project, but as an ongoing process that supports supplier management, risk assessment, and continuous improvement.
Supporting Smallholder Inclusion
Integrating third-party smallholders into stronger traceability systems should also be approached carefully to avoid creating additional barriers for farmers with limited administrative, technical, or financial capacity.
Smallholders may face difficulties providing formal documentation, mapping their plots, or understanding increasingly complex sustainability requirements. For this reason, traceability improvement should be accompanied by practical support, clear communication, and proportionate verification mechanisms.
A phased approach can help companies progressively improve data quality while maintaining smallholder participation in the supply chain. Initial supplier identification and location data, for example, may be followed by more detailed plot verification, legality checks, or sustainability assessments based on the level of risk and available resources.
By combining stronger data requirements with appropriate supplier engagement, companies can improve supply-chain visibility without treating data limitations as an automatic basis for exclusion.
The Importance of System Interoperability
As national platforms, certification systems, and corporate traceability tools continue to develop, companies may be required to manage similar information across multiple systems. Without alignment, this can create duplication, inconsistent records, and additional administrative burdens for companies and suppliers.
Ensuring that systems can exchange or align key information, including supplier identities, geolocation, legality records, and verification status, will be an important part of building a more connected and credible data ecosystem.
Greater interoperability can also help improve data consistency and reduce the need for suppliers to repeatedly submit the same information in different formats. Over time, this may support more efficient reporting, verification, and decision-making across both corporate and national systems.

The meeting marked an initial step toward developing a practical roadmap for stronger third-party supplier governance and traceability.
By combining supplier records, spatial intelligence, risk-based verification, and engagement with supply-chain actors, companies can gradually improve visibility over third-party sourcing and strengthen their readiness for evolving sustainability and market requirements.
